Improve the circulation standard system, strengthen the formulation and revision of local standards, and do a good job in publicizing and implementing standards.</p><p>Ministry of Commerce</p><p>September 15th, 2021</p>\n<div class=\"bt-text\">\n\n\n<p> source:<a href=\"http://scyxs.mofcom.gov.cn/article/h/202109/20210903199583.shtml\">商务部</a></p>\n\n\n</div>\n</article>\n</div>\n</body>\n</html>\n","type":0,"thumbnail":"https://static.tigerbbs.com/dd3f944cb946cded615557bb29da37d8","relate_stocks":{"00175":"吉利汽车","002594":"比亚迪"},"source_url":"http://scyxs.mofcom.gov.cn/article/h/202109/20210903199583.shtml","is_english":false,"share_image_url":"https://static.laohu8.com/e9f99090a1c2ed51c021029395664489","article_id":"1153811917","content_text":"摘要:商务部发布关于进一步做好当前商务领域促消费重点工作的通知:加力稳住大宗消费重点消费,快推动汽车由购买管理向使用管理转变,破除制约汽车购买使用障碍,释放汽车消费潜力。支持新能源汽车加快发展,会同相关部门深入开展新能源汽车下乡活动。\n\n【文号】商消费函[2021]491号\n各省、自治区、直辖市、计划单列市及新疆生产建设兵团商务主管部门:\n消费是经济增长的重要引擎,是人民对美好生活需要的直接体现。2021年以来,消费市场总体呈现稳步恢复态势,但恢复不均衡、基础不稳固,7月下旬以来国内疫情多点散发,对消费市场又带来新的影响。为抓住“金九银十”、岁末年初消费旺季有利时机,在落实落细各项常态化疫情防控措施的基础上,扎实推进商务领域促消费重点工作,确保2021年下半年和2022年上半年消费运行在合理区间,更好服务构建新发展格局,现就有关事项通知如下:\n一、重点任务\n(一)加力稳住大宗消费重点消费。\n1.促进新车消费。加快推动汽车由购买管理向使用管理转变,破除制约汽车购买使用障碍,释放汽车消费潜力。支持新能源汽车加快发展,会同相关部门深入开展新能源汽车下乡活动。\n2.扩大二手车消费。鼓励二手车经销企业品牌化、连锁化经营,推动流通模式创新。加快推进二手车异地交易登记跨省通办。推动落实取消二手车限迁政策。积极协调配合相关部门依法加强二手车市场监管,规范市场秩序。支持符合条件的企业开展二手车出口业务,有序扩大二手车出口规模。\n3.促进家电家具家装消费。会同相关部门,加快健全废旧家电回收处理体系,健全回收网络,优化回收渠道,促进家电更新消费;引导消费者增强家电安全使用和节能环保意识、及时更换超过安全使用年限的老旧家电;鼓励居民小区利用闲置房屋设置周转住房、家电家具临时存放场所,方便居民开展家庭装修。\n4.提振餐饮消费。推动餐饮服务提质升级,鼓励餐饮企业丰富提升菜品、提高服务水平、创新经营模式。鼓励品牌餐饮企业连锁化、标准化、集约化发展,加快餐饮企业数字化赋能。鼓励各地深入挖掘传统烹饪技艺,加强对地方传统美食的宣传推广,打造特色品牌。推动餐饮业绿色低碳发展。\n(二)促进新型消费加快发展。\n5.发展新业态新模式新场景。支持传统商业企业加快数字化、智能化改造和跨界融合,鼓励发展智慧商店、无接触配送、到家服务等,推进线上线下更广更深融合。支持鼓励传统商业场所、闲置厂房、体育场馆等改造为多功能、综合性新型消费载体,打造沉浸式、体验式、互动式消费场景。因地制宜建设夜间消费集聚区,丰富夜间消费场景和供给。\n6.促进线上消费健康发展。推动直播电商、社交电商等新业态新模式规范健康持续发展,引导企业运用大数据等技术,开展个性化定制、柔性化生产,培育更多“小而美”网络品牌。实施生活服务数字化赋能行动,加快促进生活服务业上线上云。\n7.促进品牌品质消费。鼓励商圈、步行街、大型商贸流通企业引进国内外品牌首店、旗舰店、体验店,开展新品首发首秀、时尚周、品牌秀、创意展等活动。鼓励老字号传承和创新传统技艺,推出更多富含时尚元素、符合消费者需求的产品和服务,积极拓展线上销售渠道,不断提升市场竞争力。落实好海南离岛旅客免税购物政策。\n8.壮大绿色循环消费。推动绿色商场创建,鼓励发展“互联网+旧货”、“互联网+回收”等新业态新模式。鼓励有条件的地区对居民淘汰国三及以下排放标准汽车并购买新车,淘汰旧家电家具并购买绿色智能家电、环保家具给予补贴。\n9.扩大进口消费。促进跨境电商进口健康持续创新发展。充分发挥中国国际进口博览会、中国进出口商品交易会等重要展会平台作用,扩大优质消费品进口。鼓励大型商贸流通企业、电商平台设置进口产品销售专柜、专区,促进进口商品销售。\n(三)优化提升消费平台载体。\n10.加快推进国际消费中心城市培育建设。首批培育城市要按照总体方案和实施方案要求,准确把握政府引导、市场运作,问题导向、突出特色,科学布局、循序渐进基本原则,围绕聚集优质消费资源、建设新型消费商圈、推动消费融合创新、打造消费时尚地标、加强消费环境建设、完善消费促进机制等重点任务,扎实推进培育建设工作,充分发挥示范引领和辐射带动作用。\n11.加快实施城市商业提升行动。鼓励各地打造一批人气旺、特色强、有文化底蕴的特色商圈、特色街区。加快建设一刻钟便民生活圈,推动便利店、菜市场、早餐店、维修点等便民商业设施进社区,支持有条件的社区改造提升商业中心、邻里中心等综合服务设施。\n12.深入实施县域商业建设行动。建立完善县域统筹、以县城为中心、乡镇为重点、村为基础的农村商业体系,完善县城商业设施,推动建设改造一批乡镇商贸中心,改造提升农村传统商业网点。进一步扩大农村电商覆盖面,完善县乡村三级物流配送体系,大力发展共同配送。完善农产品流通骨干网,加快补齐冷链设施短板。结合农村传统节日,组织开展丰收节、民俗节、采摘节、赏花节、美食节等乡村特色促消费活动,吸引城市居民下乡消费。\n13.组织开展好重点促消费活动。组织开展品牌商品产销对接活动,引导特色品牌进街区、进商超、进平台,促进品牌消费。继续办好“中华美食荟”活动,打造餐饮消费新热点。持续办好“老字号嘉年华”活动,线上线下联动,营造老字号消费氛围。\n14.开展常态化促消费活动。在做好疫情防控前提下,抓住中秋、国庆、元旦、春节等消费旺季,聚焦汽车、家电、家居、餐饮等重点领域,组织开展商旅文体融合、线上线下结合、城乡区域联动的各类促消费活动,以节聚势,以节兴市,以节兴商,进一步提升市场人气,释放消费潜力。\n二、保障措施\n(一)加强组织领导。各地要牢固树立以人民为中心的发展思想,坚定实施扩大内需战略,坚持系统观念,坚持问题导向,统筹做好疫情防控和消费促进工作,推动消费持续稳定恢复。抓住消费市场进入传统旺季的有利时机,制定促消费工作专项方案,明确重点任务,压实工作责任,加强督促检查,确保各项举措落到实处。加强典型经验总结提炼和复制推广,充分发挥示范引领作用。加强宣传引导,及时对消费市场运行情况、促消费工作举措及成效等进行宣传报道,营造良好舆论氛围。\n(二)强化政策支撑。加强部门沟通协调,抓好提振大宗消费重点消费、促进释放农村消费潜力等已出台政策措施贯彻落实,聚焦难点堵点,研究出台新的促消费工作举措。落实好《商务部等6部门关于支持线下零售、住宿餐饮、外资外贸等市场主体纾困发展有关工作的通知》(商财函〔2021〕442号)要求,推动相关行业持续恢复。积极协调财政部门,加大对批发零售、住宿餐饮等受疫情影响较大行业的支持力度。优化服务业发展资金支持方向,加大对农产品供应链、统计监测、应急保供等工作支持力度。推动落实商务部与相关金融机构签署的一系列合作协议,积极协调金融机构加大对经营困难商贸流通企业特别是小微企业信贷支持力度,推出适合行业特点的小额度、短期限、多频次、快放贷、轻担保的专项融资产品。\n(三)抓好疫情防控。统筹发展和安全,树牢底线思维,建立健全常态化疫情防控机制,营造安全放心消费环境。指导督促各类商贸流通企业按照疫情防控要求和相关行业防控指南,落实好各项防控措施,加强经营场所通风、消毒和清洁卫生,严格执行入场体温检测、健康码查验、佩戴口罩等要求,控制客流密度,把好疫情防控关。切实做好各类促消费活动疫情防控工作,制定专项预案,抓好组织实施,确保活动安全顺利举行。抓好商贸领域安全生产工作,压紧压实安全生产责任,落实落细安全防范措施。\n(四)夯实工作基础。深入开展调查研究,全面掌握消费市场新情况、新问题、新需求、新动向,准确研判消费发展趋势。完善统计监测体系,统一样本企业及数据应用口径,充分运用大数据等手段,加强市场监测和预警预测,及时发现报告市场异常波动并妥善处置,提升应急响应速度。完善应急保供体系,优化储备品类、规模和结构,健全部门协作、联保联供等工作机制,统筹做好防疫保供、节日市场保供、重要商品保供等工作,确保生活必需品不脱销、不断档。完善商务信用体系,组织开展好“诚信兴商宣传月”活动。完善流通标准体系,加强地方标准制修订,抓好标准宣贯实施。\n商务部\n2021年9月15日","news_type":1,"symbols_score_info":{"00175":0.9,"002594":0.9}},"isVote":1,"tweetType":1,"viewCount":1668,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"EN","totalScore":0}],"lives":[]}
