The Federal Reserve maintains its easing policy unchanged and expresses concerns about the current economic recovery</p><p>In January, the Federal Reserve announced the results of its first interest rate meeting in 2021, maintaining the Federal Funds rate in the range of 0-0.25%, and keeping the monthly asset purchase scale of US $120 billion unchanged, which is completely consistent with market expectations. 银河期货\n　　2020年，全球均因疫情出现经济的大幅下滑。虽然2021年全球经济大概率将好于去年，但受秋冬疫情再度爆发的影响，今年经济增长或将低于预期，多国或将不得不继续采用更多刺激政策来提振经济。因此，经济没有好转之前，全球货币宽松或将成为常态，至少实施紧缩的货币政策的可能性相对较小，这就保证了市场流动性将较为充裕。从而，因流动性危机引发的贵金属抛盘可能性相对较低，即使出现流动性问题，预计短期内也将能得到迅速解决。\n　　虽然疫情引发流动性危机的概率不高，但对未来经济修复的影响却是较为深远，这将决定市场对未来的通胀预期，从而影响贵金属未来的价格走势。我们认为，若疫苗有效且疫情得到控制的话，经济复苏加速，从短期看对贵金属价格有一定的抑制作用，尤其是避险情绪回落，对黄金价格形成较大的影响；但从中长期看，只要宽松预期没有改变，通胀预期的上行将有利于贵金属价格，尤其是商品属性更强的白银，其走势将强于黄金。反之，疫情若进一步爆发，疫苗有效性大打折扣的话，则黄金受避险情绪影响，整体会得到提振；而白银由于通胀预期回落，从而走势会不及黄金。\n　　图12：欧洲PMI数据\n\n　　资料来源：WIND资讯 银河期货\n　　2．拜登政府刺激政策能否落地\n　　为了缓解疫情对民众生活以及国家经济等的影响，各国政府采取积极的刺激政策，各央行加大了宽松的力度，这就导致财政赤字飙升，政府杠杆率急速上行。因此，市场资金较为宽松，这给贵金属提供了较强的支撑。我们认为，在疫情时期，各国政府实际上已经采用了功能财政取代平衡预算作为财政政策逆周期调节的原则，财政政策的目标不再是平衡而是实现充分就业。在没有实现充分就业之前，由于有效需求不足，只能通过扩大财政支出创造需求托底经济，更何况现阶段甚至涉及到民生的问题。由于新冠疫情引发的经济衰退，数百万美国人仍然处于失业当中，包括美联储主席鲍威尔在内的经济学家都警告说，如果国会未能延长禁止驱逐租客令或通过额外的刺激措施，那么高失业率最终可能导致无家可归者的人数进一步增加。从近期的就业数据来看，劳动力市场的恢复有停滞不前的趋势。\n　　图14：当周初请失业金人数\n\n　　资料来源：WIND资讯 银河期货\n　　美国总统拜登上台之后，一直致力于控制美国疫情和落实1.9万亿的刺激政策。拜登呼吁民众戴口罩进行防疫，计划购买更多的疫苗，并将向各州分发的疫苗数量增加数百万剂，准备将各州和地区每周的疫苗供应从目前的860万剂增加到每周至少1000万剂。目前多家机构认为拜登刺激政策或将缩减，目前，拜登为尽早获得通过，表示如果有助于获得共和党在国会的支持，他将考虑限制支票发放的资格，以确保将救济金流向最需要紧急资金的家庭。按照规定，拜登的计划要求为新冠疫苗接种提供资金、每周400美元的失业补助、提供州和地方政府支持以及15美元的最低时薪。该计划还要求发放1400美元救济支票，将去年12月9000亿美元法案中的600美元救济补齐至2000美元，这占了提议的1.9万亿美元中的约1万亿美元。\n　　图16：美国零期限货币存量（月）\n\n　　资料来源：WIND资讯 银河期货\n　　值得注意的是，市场对于停止量化宽松的预期将是贵金属价格出现转折的关键点。此时，名义利率上升的预期加强，通胀预期回落，从而令实际利率快速上行，这将对贵金属价格产生极大的抑制作用。但在此之前，由于宽松依然存在，且受刺激政策影响，通胀开始回升，实际利率走低或者保持较低的水平，因此，贵金属价格下方将会有一定的支撑，大幅度下降概率较低。\n　　3．美联储维持宽松政策不变 对目前经济修复表示担忧\n　　1月，美联储公布2021年首次议息会议的结果，维持联邦基金利率在0-0.25%区间，保持每月1200亿美元的资产购买规模不变，与市场预期完全一致。同时将超额准备金利率维持在0.10%，将贴现利率维持在0.25%不变。委员们一致同意此次利率决定。FOMC声明强调，将致力于使用各种工具支持经济，如果出现可能阻碍实现目标的风险，将准备适当调整政策立场。\n　　本次议息会议为了纠正此前市场对美联储措辞的误解，重申了购债指引，但没有提到要改变购买不同期限债券的构成比例，且也没有暗示加购长债，2月9日后将结束每月定期回购。FOMC声明称，将继续每月购买800亿美元的国债和400亿美元的住房抵押贷款支持证券（MBS），直到在实现最大就业和价格稳定目标上取得“实质性的进展”。通胀方面，美联储继续重申维持宽松政策，直到通货膨胀率在一段时间内适度高于2%，从而使平均通货膨胀率在一段时间内达到2%，长期通货膨胀预期锚定在2%。\n　　随后，美联储主席鲍威尔在记者会上保持了鸽派论调，进一步强调美国经济距离实现就业和通胀目标还有“很长一段路”，美联储将维持宽松的货币政策，直到实现双重目标。但鲍威尔也表示，近几个月消费支出在最初大幅反弹后有所放缓，特别是服务业领域的消费仍然处于低位。虽然住房市场已经复苏，商业投资有所回升，但经济复苏的前景仍然存在高度不确定性，预期未来12个月里通胀仍然会低于2%。他指出未来几个月的通货膨胀将是短暂的，25年来平均通胀率都低于2%，目前任何情况都不可能导致令人烦恼的通胀出现，美联储将保持耐心，不会在通胀方面采用单一解决方案。他说紧急借贷工具仍是可用的，倾向于使用宏观审慎工具来处理金融稳定问题。鲍威尔的讲话令市场通胀预期降温，从而对贵金属形成一定的打压。正如我们此前所言，未来通胀能否大幅回升是贵金属价格上涨的关键。\n　　图18：10年期盈亏平衡通胀率\n\n　　资料来源：WIND资讯 银河期货\n　　三、后市展望与策略\n　　众所周知，贵金属价格的涨跌其实主要取决于实际利率，从数据表现看，主要是通过美国通胀指数国债收益率（TIPS）来表现。从近期数据走势来看，整体维持宽幅震荡的格局，且我们认为这或将维持较长一段时间，当然不排除短线上升或短线急速回落的可能。从盈亏平衡通胀率来看，目前通胀预期整体是处于不断上升的状态，但近期却有所回落，且从5年期与30年期和7年期的差的比较来看，未来通胀预期并没有大幅抬头。因此近期贵金属价格震荡偏空的概率较高。但当拜登政府刺激方案落实，且金额并未缩减的话，则不排除短线上冲的可能。\n　　银河期货
