A 28% rate looks most likely, in our view, as it is roughly halfway between the current rate and Biden’s likely proposal.This is also the rate that President Reagan and a Democratic House settled on a few decades ago when raising the tax from 20%.3. The issue will likely remain in flux over the next several months. We expect President Biden to discuss the issue among many other topics when he addresses a joint session of Congress on April 28.
