Indeed, the Treasury is currently investigating the possibility of raising its insurance cap to cover deposits beyond the current $250,000 limit. That’s a move several bank coalitions have already voiced support for.White House spokesman Michael Kikukawa said the following about the situation:“We will use the tools we have to support community banks […] Since our administration and the regulators took decisive action last weekend, we have seen deposits stabilize at regional banks throughout the country and, in some cases, outflows have modestly reversed.”Of course, raising the Federal Deposit Insurance (FDIC) insurance cap will likely face some dissent from Republicans. in the firm’s riskiest bonds, known as AT1s, worth $17 billion.These money managers are set to be wiped out— potentially sending that $275 billion market for bank funding into a tailspin, while threatening blowback for European policy makers in crisis-fighting mode.Creditors are frantically poring through the fine print for these so-called additional tier 1 securities to understand if authorities in other countries could repeat what the Swiss government did on Sunday: Wiping them out while preserving $3.3 billion of value for equity investors. That’s not supposed to be the pecking order, some holders in the bonds insist.“This just makes no sense,” said Patrik Kauffmann, a fixed-income portfolio manager at Aquila Asset Management, who holds the notes. “Shareholders should get zero” because “it’s crystal clear that AT1s are senior to stocks.”One UK bank CEO put it even more bluntly: The Swiss have killed this key corner of funding for lenders, he said, asking not to be named because the situation is sensitive. His comments underscore how the global financial community is on edge after the UBS takeover of Credit Suisse, which came on the heels of the collapse of three regional US banks.Prices of AT1s in Asia slid on Monday, with debt securities of some lenders in the region dropping by record amounts. Bank of East Asia Ltd.’s 5.825% perpetual dollar note slumped 9.4 cents on the dollar to about 80 cents, which would be a record decline if maintained through the end of Monday’s trading, according to data compiled by Bloomberg.HSBC Holdings Plc’s 8% AT1 fell about 5 cents Monday to below 90 cents, according to credit traders. That would be its biggest daily drop since it began trading early this month.It’s not that the bonds weren’t supposed to take some of the blow from the Credit Suisse collapse. In fact, that’s in large part what they were created to do when they were first conceived by European regulators in the aftermath of the global financial crisis, as a way to impose losses on creditors when banks start to fail without resorting to taxpayer money.Yet, by privileging equity investors over holders of the riskiest bank securities, it’s left the bond community confused and rattled about who ranks first when it comes to the hierarchy of investor claims the next time a lender is in trouble.With litigation potentially brewing, Goldman Sachs Group Inc. traders were preparing to take bids on claims against Credit Suisse’s riskiest bonds for investors betting they can ultimately recover some value.“Wiping out AT1 holders while paying substantial amounts to shareholders goes against all the resolution principles and rules that were agreed internationally after 2008,” according to Jérôme Legras, head of research at Axiom Alternative Investments, who said the firm owns AT1 bonds issued by Credit Suisse.From the perspective of Swiss officials, it was able to force a write-off of the securities because it needed to boost Credit Suisse’s capital and resolve its liquidity problems. The bonds typically face a haircut whenever government support is offered to a lender facing solvency problems.Yet market participants say the move will likely lead to a disruptive industry-wide repricing. The market for new AT1 bonds will likely go into deep freeze and the cost of risky bank funding risks jumping higher given the regulatory decision caught some creditors off-guard, say traders.That would give bank treasurers fewer options to raise capital at a time of market stress, with the Federal Reserve and five other central banks announcing coordinated action on Sunday to boost dollar liquidity.“The AT1 market will be shut now for new issuance for a while,” said Luke Hickmore, investment director at abrdn Plc, who holds a small number of the Credit Suisse notes. “We will all be parsing which securities in AT1 space have a similar trigger to CS’s and which don’t, which banks need to issue AT1s and which don’t.”Even before the wipeout, rising worries about the financial system caused the average AT1 note to tumble over the last two weeks, with pricing indicated at almost 20% below face value — one of the steepest discounts on record.‘Poorly Designed’AT1s were dreamt up by regulators to act as an additional buffer of capital between shareholders and bondholders. Yet the legal framework has always been subject to uncertainty and some controversy.The latest move by policy makers shows that the “structure has proved to be poorly designed and will be probably phased out,” said Francesco Castelli, head of fixed income at Banor Capital.The decision by the Swiss Financial Market Supervisory Authority is “probably legal,” he said, adding he expects Credit Suisse’s AT1 obligations to trade at close to zero tomorrow. “Holders will only have some recovery chance in court.” Castelli owns bonds issued by the bank but declined to say if he has a position in the AT1s.Still, the decision to wipe out the holders of those bonds gets support from John McClain, portfolio manager at Brandywine Global Investment Management.“It’s absolutely the right thing to do to prevent moral hazard from creeping into that part of the market. Those bonds were created for moments like this — similar to catastrophe bonds.”Counterparty RiskThe acquisition of Credit Suisse comes after the failure of a number of US regional banks this month sent concerns rippling through the financial system. The Zurich-based lender’s bonds and shares plunged and counterparties on trades began buying protection against a possible default.A collapse of the bank would have caused huge collateral damage to the Swiss financial industry, and a risk of contagion for UBS and other banks, the country’s finance minister Karin Keller-Sutter said at a press conference on Sunday.“The bankruptcy of a global systematically important bank would have caused irreparable economic turmoil in Switzerland and throughout the world,” she said.Traders quickly made clear they had some skepticism about the deal. UBS’s credit default swaps, derivatives often used to gauge a borrower’s credit risk, widened by at least 40 basis points to 215 bps for five-year contracts, according to people with knowledge of the matter. They asked not to be named as the information is private.As part of the takeover, the Swiss central bank is offering a 100 billion-franc liquidity assistance to UBS and the government is granting a 9 billion-franc guarantee for potential losses from assets it is taking on. That comes after Credit Suisse was left deeply wounded by everything from the blowup of Archegos to the collapse of a suite of funds it ran with Greensill Capital.“Hindsight is wonderful,” Credit Suisse Chairman Axel Lehmann said at Sunday’s press conference. “We were overtaken by legacy situations, by risks that materialized last year. Although nobody likes seeing their portfolio's value drop, bear markets can be a chance to grab some great stocks trading at a discount.If you're a long-term investor, instead of focusing on the negative, use this time to your advantage. Here are two stocks currently trading at attractive levels worth investigating.Alibaba GroupE-commerce giant Alibaba Group was a huge beneficiary of the mid-2020 bull run, with its stock increasing over 70% from March to October 2020. Its stock price has since dropped by over 73%, bringing it to prices not seen since August 2015. In the past 12 months, the stock has declined nearly 22%.A large portion of Alibaba's recent struggles can be attributed to China's zero-COVID policy, which all but shut down the country and put a halt to its economic activity. Given Alibaba's size and how much of China's economic activity it accounts for (well over 40% of all e-commerce), it was bound to have a direct negative effect on the company.Now that China has begun rolling back its zero-COVID policies, brighter days could be ahead. Since early November, when China began easing restrictions, the MSCI China index -- which contains over 700 large-cap and mid-cap stocks and covers around 85% of equity on Chinese stock exchanges -- has vastly outperformed the S&P 500.Data by YCharts.E-commerce aside, Alibaba's growth should depend a lot on the growth of its cloud services. With just a 5% market share globally in the cloud infrastructure and service industry, Alibaba Cloud lags considerably behind industry leaders like Amazon Web Services and Microsoft Azure. It's headed in the right direction, though.For the quarter ended Dec. 31, 2022, Alibaba Cloud revenue grew 2% year over year to over $3.87 billion. The company says Alibaba Cloud has reached market saturation with China's big internet companies, so it's tapping into \"sunrise\" industries (relatively new and growing industries) for growth. It seems to be paying off, with its non-internet customers growing 9% year over year and accounting for 53% of cloud revenue.There's still a lot of work to be done with Alibaba Cloud, but a recent $1 billion commitment to its global partner system shows the company is taking actionable steps to address. The $1 billion will be spent over the next three fiscal years and will focus on helping Alibaba customers upgrade their technological infrastructure. It'll be doing so via funding, rebates, and go-to-market initiatives that should help spark growth.Alibaba still has a lot of ground to make up before reaching previous levels, but long-term investors with time on their side should feel comfortable with the company's resources and importance to the Chinese economy.3MThings haven't been going the best at 3M lately. Revenue for its fourth quarter of 2022 was down 6% year over year, which ended a less-than-stellar year and caused a similarly lackluster short-term outlook. The company says it expects revenue to drop a further 2% to 6% in 2023, citing broader economic conditions.The diversified technology service provider's struggles haven't been lost on investors, with the stock down 22% in the past 12 months and is at its lowest in the past decade. This is partly why now may be the time to begin looking into investing in the stock. Its price-to-earnings ratio -- which tells you how much you're paying for every dollar of a company's earnings -- is hovering around 10, down 65% from five years ago.Data by YCharts.As a diversified conglomerate operating in industrials, healthcare, safety, and more, 3M's business can seemingly be spread too thin sometimes, leading to a lack of direction. However, the company has recently begun trimming its business and focusing on its core offerings. The company recently divested from food safety and is planning to spin off its healthcare business, which has been a weak spot for the company.Spinning off its healthcare business should allow the company to refocus on its core industrial business, which accounts for over 35% of its revenue. It also allows 3M investors to have a stake in the spun-off healthcare company that will surely benefit from having a dedicated management and board to run it more efficiently. This should be a good long-term play for the company.3M is a Dividend King, meaning it has increased its yearly dividend for at least 50 consecutive years. But shares were down as much as 15% at one point during the session.The sell-off was largely due to Tesla's disappointing delivery numbers for Q4 2022, which were released on Monday when markets were closed. Tesla achieved record deliveries of 1.314 million vehicles in 2022, including 405,278 deliveries in Q4 alone. But many analysts, such as Wedbush Securities' Dan Ives, were expecting a Q4 delivery figure in the range of 415,000 to 420,000.Tesla produced 8.5% more vehicles than it delivered for the quarter. It remains to be seen if the gap between production and deliveries was due to decreasing demand or logistics issues. Either way, the lower-than-expected delivery number adds yet another cause for concern to a stock that is down a staggering 59% in the last three months.With the stock hitting a two-year intraday low on Monday, is now the time to go all-in? Or could there be more pain ahead for the electric vehicle (EV) industry leader?Image source: Tesla.A tale of two investment thesesDaniel Foelber: As tempting as it may be to buy Tesla amid the steep sell-off, I think investors should first take a step back and decide what they believe Tesla's value proposition really is.There are many facets to Tesla's business. The core is the production and sale of electric cars to consumers, which has a lot of room for growth in its own right.But the bigger growth story is arguably the company's penetration into the trucking industry, as well as its proprietary autonomous driving technology.There are plenty of companies that are working on lowering emissions for Class 8 trucks by substituting diesel for compressed natural gas or using alternative fuels. But no company has achieved the milestones that Tesla has with its electric semi-truck. In November of last year, Tesla's semi-truck achieved 500 miles of range with a full load. By comparison, Volvo's electric FM truck has a range of over 235 miles. However, the electric semi-truck race is just as much about cost and availability as it is about specs. Even so, Tesla's progress indicates that the electric semi-truck industry could one day end up being more profitable for Tesla than its consumer cars. But that's a big \"if.\" And in the meantime, it's going to cost a lot of money to scale semi-truck production.In addition to the semi-truck and autonomous driving markets, there's the opportunity for Tesla to expand its renewable energy generation and storage efforts, which remain a sideshow at this point.Investors interested in the EV industry are getting a rare opportunity to buy Tesla stock at its lowest forward price to earnings ratio ever. However, the stock is still more expensive today than it was from 2016 to 2019 based on its tangible book value.TSLA PE Ratio (Forward) data by YChartsThe company is likely to take market share in a slowdown because it has the balance sheet and operating margin to handle weakening demand better than its EV competitors. That advantage alone justifies opening a starter position in Tesla stock.But if you're the kind of investor that believes Tesla has a chance to disrupt the autonomous driving industry and take market share across the transportation industry (including the trucking industry), then making Tesla a top-10 -- or even top-five -- holding makes a lot of sense, especially at this price.Accumulation is a safer approachHoward Smith: Investors have had high expectations for Tesla over the past three years, and have assigned it a correspondingly high valuation. But for those that believe the company and EV sector will continue to grow, the 65% drop in the stock price in 2022 provides a compelling opportunity to invest in the industry leader. I do believe that, and I did recently add Tesla shares to my portfolio. That doesn't mean it's necessarily a good idea to jump in with an outsized position, however.That's especially true with Tesla, since it is in a still-evolving sector and could disappoint investors in the near term. A case in point was its recently announced fourth-quarter vehicle delivery data. The shortfall in deliveries came as demand has been impacted by increasing competition, slowing global economies, and the effects of COVID-19 spreading in China.Looking at the bigger picture, however, the company's growth remains strong. Its production increased 47% in 2022 versus 2021. But deliveries only increased 40%, leading investors to believe Tesla might not, in fact, meet its previous projections to average 50% growth over the next few years.That said, now seems to be a good time to begin buying, or adding to your position. Even if Tesla grows earnings by only 30%, it recently was priced at a price/earnings-to-growth (PEG) ratio of below 1.0 based on 2023 estimates. Accumulating shares makes sense now for long-term investors, but there may be better prices to add more later. That's a good reason not to jump in all at once.Tesla is a battleground stock for a reasonAs swift and brutal as the Tesla stock sell-off has been, there are valid reasons why Tesla stock deserved to fall. The valuation had gotten nosebleed, to put it lightly. Tesla stock rose 743% in 2020 and then another 50% in 2021 for a two-year gain of -- wait for it -- 1,263%.Tesla stock could easily set new all-time highs in the future. The problem with stock prices rising so quickly is that the company has to hit lofty goals to make the valuation reasonable. And as impressive as Tesla's growth has been, a mix of macroeconomic and self-inflicted challenges are making those lofty goals increasingly unlikely. Missing delivery expectation paired with the possibility of a recession (and slowing demand for discretionary purchases like cars) adds another layer of issues impacting Tesla.In sum, now isn't the time to go all-in on Tesla stock. also contrasted the Fed with the Bank of Japan, and praised Elon Musk and Tesla.Warren Buffett's business partner has torn into cryptocurrencies once again, declaring the space is rife with fraud and delusion, and regulators have dropped the ball by not outlawing bitcoin and other digital assets.Charlie Munger, a billionaire investor and the vice-chairman of Buffett's Berkshire Hathaway, also suggested the Federal Reserve is far less aggressive than the Bank of Japan. Moreover, he underscored Tesla's unlikely success and praised Elon Musk.Here's what Munger told CNBC in an interview aired on Tuesday. He spoke days after Sam Bankman-Fried's digital-asset exchange, FTX, filed for bankruptcy:\"It's partly fraud and partly delusion — that's a bad combination,\" Munger said about the crypto industry. \"People think this is a real asset, it's not a real asset,\" he added about the coins themselves.The 98-year-old investor bemoaned the growing acceptance of crypto by Wall Street banks and hedge funds, and suggested financiers are far too eager to buy into the latest fad.\"It pains me that in my own country I see people that once were regarded as very reputable people helping these things exist,\" he said. \"There are people who think that you've got to be on every deal that's hot.\"Munger added that it's \"crazy\" and \"demented\" to think someone can mint a new token that can turn a 12-year-old into a billion are overnight.Buffett's right-hand man also suggested the novelty of crypto has meant regulators have failed to grasp its dangers. He criticized authorities for not banning crypto early on.\"The danger flags are wagging so clearly,\" he said. \"None of this stuff should ever have been allowed.\"Munger has previously compared crypto to a \"venereal disease\" and an \"open sewer,\" and said he wouldn't want someone in the space to marry into his family.The Fed, Elon Musk, and TeslaThe world needs competent central banks, but the Fed is a \"mouse that hardly tries to do anything\" compared to the Bank of Japan, Munger said.\"If we get in the kind of trouble Japan was in, of course we'll do the same damn thing,\" he said. The Japanese central bank has cut interest rates below zero in an effort to shore up economic growth in recent years.On another note, Munger said he was surprised by Tesla's outsized success, and felt far more positively about Elon Musk's company than he does about bitcoin.\"Tesla has made some real contributions to civilization,\" he said. \"Elon Musk has done some good things that other people couldn't do.\"\"We haven't had a successful new auto company in a long, long time,\" Munger added. \"What Tesla has done in the car business is a minor miracle.\"US-China tiesMunger underscored the value of a friendly US-China relationship, arguing America shouldn't be so threatened by the rise of the world power.US purchases of Chinese imports helped the country grow and contributed to pulling over a billion people out of poverty, he said. That’s not supposed to be the pecking order, some holders in the bonds insist.“This just makes no sense,” said Patrik Kauffmann, a fixed-income portfolio manager at Aquila Asset Management, who holds the notes. “Shareholders should get zero” because “it’s crystal clear that AT1s are senior to stocks.”One UK bank CEO put it even more bluntly: The Swiss have killed this key corner of funding for lenders, he said, asking not to be named because the situation is sensitive. His comments underscore how the global financial community is on edge after the UBS takeover of Credit Suisse, which came on the heels of the collapse of three regional US banks.Prices of AT1s in Asia slid on Monday, with debt securities of some lenders in the region dropping by record amounts. Bank of East Asia Ltd.’s 5.825% perpetual dollar note slumped 9.4 cents on the dollar to about 80 cents, which would be a record decline if maintained through the end of Monday’s trading, according to data compiled by Bloomberg.HSBC Holdings Plc’s 8% AT1 fell about 5 cents Monday to below 90 cents, according to credit traders. That would be its biggest daily drop since it began trading early this month.It’s not that the bonds weren’t supposed to take some of the blow from the Credit Suisse collapse. In fact, that’s in large part what they were created to do when they were first conceived by European regulators in the aftermath of the global financial crisis, as a way to impose losses on creditors when banks start to fail without resorting to taxpayer money.Yet, by privileging equity investors over holders of the riskiest bank securities, it’s left the bond community confused and rattled about who ranks first when it comes to the hierarchy of investor claims the next time a lender is in trouble.With litigation potentially brewing, Goldman Sachs Group Inc. traders were preparing to take bids on claims against Credit Suisse’s riskiest bonds for investors betting they can ultimately recover some value.“Wiping out AT1 holders while paying substantial amounts to shareholders goes against all the resolution principles and rules that were agreed internationally after 2008,” according to Jérôme Legras, head of research at Axiom Alternative Investments, who said the firm owns AT1 bonds issued by Credit Suisse.From the perspective of Swiss officials, it was able to force a write-off of the securities because it needed to boost Credit Suisse’s capital and resolve its liquidity problems. The bonds typically face a haircut whenever government support is offered to a lender facing solvency problems.Yet market participants say the move will likely lead to a disruptive industry-wide repricing. The market for new AT1 bonds will likely go into deep freeze and the cost of risky bank funding risks jumping higher given the regulatory decision caught some creditors off-guard, say traders.That would give bank treasurers fewer options to raise capital at a time of market stress, with the Federal Reserve and five other central banks announcing coordinated action on Sunday to boost dollar liquidity.“The AT1 market will be shut now for new issuance for a while,” said Luke Hickmore, investment director at abrdn Plc, who holds a small number of the Credit Suisse notes. “We will all be parsing which securities in AT1 space have a similar trigger to CS’s and which don’t, which banks need to issue AT1s and which don’t.”Even before the wipeout, rising worries about the financial system caused the average AT1 note to tumble over the last two weeks, with pricing indicated at almost 20% below face value — one of the steepest discounts on record.‘Poorly Designed’AT1s were dreamt up by regulators to act as an additional buffer of capital between shareholders and bondholders. Yet the legal framework has always been subject to uncertainty and some controversy.The latest move by policy makers shows that the “structure has proved to be poorly designed and will be probably phased out,” said Francesco Castelli, head of fixed income at Banor Capital.The decision by the Swiss Financial Market Supervisory Authority is “probably legal,” he said, adding he expects Credit Suisse’s AT1 obligations to trade at close to zero tomorrow. “Holders will only have some recovery chance in court.” Castelli owns bonds issued by the bank but declined to say if he has a position in the AT1s.Still, the decision to wipe out the holders of those bonds gets support from John McClain, portfolio manager at Brandywine Global Investment Management.“It’s absolutely the right thing to do to prevent moral hazard from creeping into that part of the market. Those bonds were created for moments like this — similar to catastrophe bonds.”Counterparty RiskThe acquisition of Credit Suisse comes after the failure of a number of US regional banks this month sent concerns rippling through the financial system. The Zurich-based lender’s bonds and shares plunged and counterparties on trades began buying protection against a possible default.A collapse of the bank would have caused huge collateral damage to the Swiss financial industry, and a risk of contagion for UBS and other banks, the country’s finance minister Karin Keller-Sutter said at a press conference on Sunday.“The bankruptcy of a global systematically important bank would have caused irreparable economic turmoil in Switzerland and throughout the world,” she said.Traders quickly made clear they had some skepticism about the deal. UBS’s credit default swaps, derivatives often used to gauge a borrower’s credit risk, widened by at least 40 basis points to 215 bps for five-year contracts, according to people with knowledge of the matter. They asked not to be named as the information is private.As part of the takeover, the Swiss central bank is offering a 100 billion-franc liquidity assistance to UBS and the government is granting a 9 billion-franc guarantee for potential losses from assets it is taking on. That comes after Credit Suisse was left deeply wounded by everything from the blowup of Archegos to the collapse of a suite of funds it ran with Greensill Capital.“Hindsight is wonderful,” Credit Suisse Chairman Axel Lehmann said at Sunday’s press conference. “We were overtaken by legacy situations, by risks that materialized last year.
