Trump's Quantum Computing Master Plan. Buy ?

Last Thu, 23 Oct 2025, the Wall Street Journal (WSJ) reported that the Trump administration is in talks to take stakes in quantum computing firms, in exchange for fundings to them. (see below) The WSJ has a strong track record of uncovering important and exclusive information, making it respected for "sniffing out" well-kept news. As of 24 Oct 2025 end day Following that, quantum stocks staged a recovery the following day, capping off the week still in the red. (see above) The Denial. Quantum stocks recovered, despite US Commerce Department issued statement : (see below) “The Commerce Department is not currently negotiating equity stakes with quantum computing companies”. (see below) In The Brew. I think the WSJ news article will be proven accurate in time to come. More importantly, news about the Trump administration and quantum computing appeared throughout 2025, with increased coverage in September 2025 as government plans began taking shape. (see below) US Government & Quantum. 18 Feb 2025 – Government CIO Media: Report analyzed how the Trump administration might refine its quantum technology policy, highlighting goals to strengthen industrial collaboration and align research funding with national security priorities. 15 Mar 2025 – ScienceDirect: Academic analysis explored pricing trends of international equity ETFs, referencing early Trump-era discussions about linking federal research incentives to domestic technology companies, including quantum firms. 9 Sep 2025 – Politico: The post “The Quantum Uncertainty of Trump’s Policy” discussed uncertainty around President Trump’s quantum research agenda, noting the administration’s plan to reauthorize the National Quantum Initiative Act and boost private-sector involvement. 18 Sep 2025 – NextGov: Reported that White House was drafting an executive action to centralize federal quantum investments and R&D standards under the Office of Science and Technology Policy, led by Michael Kratsios. 19 Sep 2025 – The Quantum Insider: Revealed that the Trump administration was preparing executive actions on quantum technology and post-quantum cybersecurity focused on protecting cryptography infrastructure from next-generation threats. 21 Sep 2025 – CyberScoop: Covered the administration’s plan to expand US quantum research funding, including operating grants for commercialized quantum startups under the National Quantum Initiative framework. 26 Sep 2025 – The Quantum Insider: Reported that the White House positioned quantum computing and AI at the top of national research priorities, emphasizing collaboration between defense and private firms. Taking above developments into account, WSJ’s October post marks a natural outcome—showing progression towards direct funding and potential US government ownership stakes in major quantum computing firms. Trump’s Quantum Master Plan - Part 1. This is an extract that I have come across at Moo Moo; no words just a diagram. Unsure if the information is official, but it’s still worth a read. Learning more never hurts—it only helps investor be better prepared for what’s ahead. Due to real estate, the information will be shared in two instalments. The first instalment centres around Quantum Computers & Quantum Cloud Services. (see below) At first glance, below would be Trump’s reported plan to explore US government equity stakes in quantum computing companies, signaling a policy shift toward national strategic investment in frontier technologies. Focus will be strengthening US leadership in quantum computing infrastructure across: Hardware. Cloud services. Security applications. The quantum companies (IONQ, QUBT, QBTS, RGTI) were the ones mentioned in Thursday news articles. What have been largely ‘omitted’ by media were the megacap tech companies that are heavily vested in quantum computing as well - namely, Google, IBM and Honeywell. Overviews. Below is a brief overview of the 7 US stocks that are either quantum pure play or IT tech giants. (1) QUBT (Quantum Computing Inc). Main area: Photonic quantum computing and entropy-based optimization systems for industry and AI. Stock performance: Jumped sharply midweek but ended the week volatile, with profit-taking after speculative gains. (see below) As of 24 Oct 2025 (2) $Rigetti Computing(RGTI)$ : Main area: Superconducting quantum technology, building modular chiplets for scalable quantum processors and providing cloud-based quantum access. Stock performance: Rose by roughly +12% to +14% after the equity stake news, before stabilizing as traders reassessed longer-term government involvement. (see below) As of 24 Oct 2025 (3) $D-Wave Quantum Inc.(QBTS)$: Main area: Quantum annealing technology with a focus on practical optimization problems for corporate clients. Stock performance: Also saw a surge of about +13% midweek before ending off the highs, tracking the group move. (see below) As of 24 Oct 2025 (4) $IONQ Inc.(IONQ)$ : Main area: Ion trap quantum computing, leading the pack in cloud and commercial deployment with high-profile enterprise deals. Stock performance: Recovered +7% from mid-week, as investors saw it as the most established pure-play with federal backing potential. (see below) As of 24 Oct 2025 (5) IBM, $Alphabet(GOOG)$, $Honeywell(HON)$ : Main area: Large tech groups working on superconducting (IBM, Google) and ion trap (Honeywell) quantum technologies, with deep R&D programs and cloud service access. The quantum segments are part of broader tech conglomerates. Stock performance: Generally positive, with Alphabet up +2.09% (for the week) and IBM/Honeywell holding modestly higher (at +9% & +6% respectively) on overall market optimism toward US prioritization of quantum as a national interest. It is clear why pure-play quantum companies might be keen about funding from the Trump administration, to realized their research into actuals.
