The Bears are saying that there is much to be done to turnaround Intel. Intel has spent last year restructuring. The engineering looks promising but until those new chips are shipping in massive volume and beating $Taiwan Semiconductor Manufacturing(TSM)$ at its own game, it has much work to do in order to catch up.
So is Intel a Buy? Wall Street analysts are divided in this. Out of 49 major analysts, 30 recommend a Hold, 16 say Buy and 3 say Sell. So Intel is not a definitive Buy for now.
