As a Singaporean Citizen, I can definitely feel the $600 vouchers do make a difference in my life, in addition to supporting the businesses that accept the CDC vouchers. Though some may argue that it isn't cash that they would prefer, the vouchers encourage spending and a constant cash flow in Singapore.
