It's a joke ! First Trump and his gang banned China from buying these Chips Now they realised the economic backlash and decided to release H200 chips , though still second class. But it is China now who dictate terms to America who can buy and how many. 

Temporarily measures to keep the US economy humming, whilst China is playing catch up A time will come when China will just dump H200 chip. 

China is not interested in second class chips and at the whimsical attitudes of Americans.
